The United Kingdom and France Will Dispatch Forces to the Country in the event that a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The British and French governments have formalized a declaration of intent concerning the deployment of troops in the nation in the event a peace agreement be concluded with Russia, the Prime Minister of Britain, Sir Keir Starmer, has announced.

After talks with Ukraine's allies in the French capital, he said that the UK and France would "establish defense centers across Ukraine and construct fortified installations for weapons and military equipment" to prevent any potential incursion.

The coalition members also suggested that the United States would take the lead in verifying a truce.

The Kremlin has on multiple occasions cautioned that any external forces in Ukraine would be considered a "legitimate target", but has so far not commented on this latest announcement.

Context and Continuing Conflict

Russian President Vladimir Putin initiated a comprehensive attack of Ukraine in February 2022, and Moscow at this time holds roughly 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to be alongside Ukraine for the long-term," stated the UK Prime Minister.

National leaders and senior officials from the "Coalition of the Willing" participated in the Paris negotiations.

He stated at a joint press conference, he added: "It creates the pathway for the operational parameters under which allied and coalition forces could work on Ukrainian soil, securing Ukraine's air and maritime domains, and restoring Ukraine's military for the time to come."

The PM also stated that London would participate in any Washington-directed monitoring of a prospective ceasefire.

Defense Assurances and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "long-term security guarantees and strong prosperity commitments are essential to a lasting peace" in Ukraine – mentioning a key demand made by the Ukrainian government.

He said the coalition had "largely finished" their work on finalizing such guarantees "to ensure the people of Ukraine know that when this conflict ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's special envoy, also participated in the talks.

At the same time, President Macron Emmanuel Macron declared that Ukraine's partners had made "considerable advances" at the meeting.

He added that "comprehensive" safety pledges for Kyiv had been agreed in the case of a prospective truce.

Ukraine's leader Volodymyr Zelensky stated that a "major step forward" had been made in Paris, but qualified that he would only consider efforts to be "enough" if they resulted in the conclusion of the conflict.

Earlier, the Ukrainian leader indicated a settlement was "largely prepared". Settling the outstanding 10% would "decide the fate of the agreement, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and security guarantees have been at the center of ongoing disputes for the parties involved.
  • The Russian President has repeatedly warned that Ukraine's forces must retreat from all of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to finish the war.
  • Kyiv has so far rejected giving up any territory, but has proposed that Ukraine could move its troops to an agreed point – but only if Russia reciprocates.

Russia currently occupies about 75% of the Donetsk region and some 99% of the neighbouring Luhansk region. The two regions form the area of the Donbas.

The initial US-led 28-point peace plan that was circulated to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Russia's favor.

This triggered a period of focused negotiations – with the involved parties trying to revise the proposal.

The previous month, The Ukrainian government sent the US an revised 20-point plan – as well as distinct documents detailing prospective security guarantees and arrangements for Ukraine's rebuilding, Zelensky stated.
